Shibuyunji, May 15, 2025 —
Shibuyunji Town Council held a successful stakeholder meeting today at Tehilla Centre to discuss two important topics: the development of local by-laws and the revised Constituency Development Fund (CDF) Guidelines.
The meeting was attended by Ward Development Committees (WDCs), Constituency Development Fund Committees (CDFCs), traditional leaders, civil society groups, and members of the community.
Council Chairperson Mr Adrian Mwanakanyemba, who was the guest of honour, urged all participants to take the meeting seriously.
He said that development begins with the people and encouraged the community to continue sharing their views with the Council to help with better planning and decision making.“
This meeting is an important step in making sure our laws and development plans meet the real needs of the people.
Let’s continue working together to build a better Shibuyunji,” he said.
Council Secretary Mr Stephen Malenga also thanked everyone for attending and encouraged full participation, especially from Ward Development Committees.
The first part of the meeting focused on proposed local by-laws that will help the Council collect more revenue for development.
Some of the suggested areas for levies include sugarcane, sand, grain, charcoal, livestock, earth, and fish. Council officers explained that these by-laws will help support community projects and services.
The second part of the meeting was about validating the new draft CDF guidelines. These were updated after the passing of the CDF Act No. 1 of 2024.
The Ministry of Local Government and Rural Development asked all councils to review the 2022 guidelines to improve how the CDF is used.
The revised guidelines were developed through consultations with government officials and civil society organisations.
All councils are required to hold one-day meetings to collect feedback before the final guidelines are approved.
The views shared during the meeting will be submitted to the Ministry to help finalise the new CDF Guidelines.
This meeting showed the Council’s commitment to working closely with the community and ensuring that development is inclusive, transparent, and people driven.
